Building a Transparency Team: Managing Public Records Requests and Compliance with California’s SB 1421 and SB 16 Laws
Danielle Perez, Administrative Officer with the Sacramento Police Department will present on the growth, development and management of their department’s Transparency Team, specifically related to handling the public records requests and compliance with California’s SB 1421 and SB 16 laws. Her comprehensive presentation will cover the following:
- Formation of our Transparency Team – growth (over 4 years) of staff from one employee to being budgeted for 14 full-time employees
- Process of getting budget approval from City Council
- Hiring challenges with filling positions, concerns with long-term retention
- Initial “build out” of our SB 1421/16 program
- Audit/research process of identifying applicable incidents
- Building of index
- Maintaining index as new incidents are added – relationships with Internal Affairs (SB 16) and Force Investigation Team (SB 1421 / force incidents)
- Release of records
- Public release via Transparency webpage vs. directly to PRA requesters
- Officer/union notifications
- Challenges/concerns
- Redaction issues
- Placing quarterly PRA holds
- Sustained/appeals processes for SB 16 cases
- State law vs. City Council policy
- Balance of record volume vs. production times
- Rolling productions, pertinent video
- Risk analysis – releasing “something” vs. “everything”
